Hannes Meissner is a political scientist working on political risk analysis and political risk management of multinational enterprises (MNEs) with a focus on Eastern Europe, Russia, South Caucasus and Central Asia. His research focuses on state capture, informal networks, and their consequences for MNEs, such as clientelism, systemic corruption, deficient property rights, and weak rule of law.

He is a senior researcher and lecturer at the Center for Black Sea Region Studies at University of Applied Sciences BFI Vienna . There, he is the academic coordinator of the Jean Monnet Network project „EUCON“, which focuses on EU and EEU/Russia relations (www.eucon-project.eu). He is also an expert and lecturer on the post-Soviet space at the University of Vienna, Research Group Eastern Europe. In the V-Dem project of the University of Gothenburg he is country expert for Austria and Turkmenistan. Hannes Meissner advises companies on political risk management.

Hannes Meissner holds a PhD from the University of Hamburg, which he received with „magna cum laude“ in 2012. For his PhD thesis on „The Resource Curse in Azerbaijan and Turkmenistan and the Perspectives of Transparency and Efficiency Initiatives“, he conducted extensive field research in Azerbaijan (2009/2010) and Turkmenistan (2010). During this time he was also PhD Fellow at the German Institute of Global and Area Studies (GIGA) in Hamburg and in the research program „Corruption and Informal Networks“ at the Research Centre for East European Studies at the University of Bremen. Hannes Meissner was a PhD fellow of the Konrad Adenauer Foundation (KAS) and received a full scholarship from the German Federal Ministry of Education and Research.
